BACKGROUND: This proposed ordinance change constitutes a routine adjustment aimed at aligning the City Code with a longstanding practice spanning over two decades. Historically, the billing process for landfill charges was managed by Revenue Services in conjunction with utility billing. Consequently, the regulations governing utility bills were extended to encompass landfill charges. Despite landfill fees being situated in a distinct section of the code from utility bills, a recent examination of the City Code revealed the necessity for clarifications to facilitate the continuation of this practice. The ordinance explicitly outlines the requirement of a deposit for initiating a landfill charge, and in the event of non-payment, it stipulates that a customer may be denied access to the landfill and prohibited from making further deposits or deliveries.
