INITIATOR:  Judy Franco, ITS Director

STAFF INFORMATION SOURCE:  Judy Franco, ITS Director, IT Services

BACKGROUND: In January 2009, Council approved Enterprise License Agreement (ELA) with Environmental Systems Research Institute (ESRI) for Enterprise Software to be utilized throughout the City’s Geographical Information System (GIS).  Since, the first approval of this agreement, the city has continued to use this software extensively across the many departments, to include our Tyler Technologies applications and Emergency Services.  ESRI is a sole source, as their software handles all GIS applications.

EXHIBIT:  ESRI Renewal Agreement

KEY ISSUES:  Without approval of this required agreement, the City will no longer be able to use ESRI (GIS) products which will prevent our applications from working and unable to properly locate address for emergency services. Departments/divisions that use this software for their everyday work duties will cease to work without this approval. Also, public facing applications from stop working, like iHelp; Find your Ward/Council Member; Civic Access Portal(request for permit); etc.

FUNDING SOURCE:  100-01-30-3002-000-51025 - Contractual Maintenance;  Available in fund: $60,000; Yr 1 of Contract: $58,500; After encumbrance: $1,500

STAFF RECOMMENDED COUNCIL ACTION:  Approve the 3 Year Renewal Agreement with Environmental Systems Research Institute (ESRI), which is required for continued use of our current GIS software and applications to can continue to function.
