BACKGROUND: On December 12, 2023, the Council approved Council Policy 9-03, which outlines the Vacancy Selection Process for Lake Recreation Area Rentals. Initially designed to ensure a fair opportunity for individuals seeking to lease space within City-operated recreational areas, the policy is now being expanded to guide the management of Lake Lawtonka Recreational Areas. The revised policy explicitly expresses the City Council's intent to promote the self-sufficiency of Lakes Recreational Areas. It states that all revenue generated from these areas will be reinvested solely in the operation, improvement, and security of the Lakes Recreational Areas.
